Job Purpose

  • This Librarian is a Principal Officer and the Chief Administrative Officer of the University Library.
  • He/she is responsible for the administration of the University Library and co-ordination of all Library services in the University and its campuses, colleges, faculties, schools departments, institutes and other teaching or research units.

Main Duties and Responsibilities

  • To contribute to the development of Library strategy and policies as a member of the Library Senior Management Team.
  • To give a lead in the formulation of Library strategy to ensure that it is tailored to the University’s requirements in both teaching and research and ensure that the Library’s strategic aims for services are developed, implemented, and delivered fully and equitably across the University.
  • To work closely with the Director of Library Services representing and advocating the University user perspective in order to influence the Library’s decision-making and activities.
  • To direct current service delivery to the University, to initiate innovations policy and practice within the Library, and to facilitate the operation and understanding of print and digital information services to the University.
  • To manage budgets, staff and services with the aim of achieving financial and quality service targets, and to report to the University on current budget performance and prepare financial forecasts.
  • To exercise a high degree of responsibility at a senior level in the areas of management and professional expertise and to liaise with senior Management staff.
  • To develop the print and digital collections appropriate to the University’s teaching and research needs and to manage existing collections in consultation with academic staff.

  • To represent the Library in a variety of external relationships ranging from formal negotiation of external stakeholder contracts to ambassadorial visits.
  • The post holder may be required to undertake such other duties commensurate with the nature and level of the post as directed by the Head of Department.

Person Specification
Qualifications:

  • Candidate must possess a good Master’s Degree in Library Science (M.L.S)
  • A Ph.D from a recognised University
  • Continued Professional development
  • NYSC discharge certificate/certificate of exemption is mandatory

Experience/Knowledge:

  • Candidate must hold at least fifteen (15) years relevant work experience, five (5) of which must be at the Deputy University Librarian level in the University administration preferably in a University or other institutions of higher learning.
  • Candidate must not be more than sixty (60) years at the time of assumption of office.
  • Candidate must be Information and Communication Technology (ICT) compliant.
  • Candidate must show evidence of substantial contribution to knowledge through research and scholarly publications in reputable journals.
  • Knowledge of office management systems and procedures.
  • Capacity to develop and manage e-Library is required.
  • Experience in developing and following administrative procedures, processes and instructions.
  • Working knowledge and experience using Microsoft Office Software, Specifically proficient in the use of Outlook, Word, Excel and PowerPoint.
